But they decieved me. I tried to download that HD Haruhi Video for my iPod. I got the regular quality one.
Still looks like secks, and it loads the same for most videos. What confuses me is why they don't have HD for all videos.

Because it essentially depends on the original resolution of the video you're uploading. The typical standard format for most videos found on the internet and else where is .avi, which has rather average quality and resolution—varying from video to video.
