It depends if you are filling or draining said glass, and if you are commenting on how fast one is draining or emptying it. For example, if I were to say "Its been an hour and its still half full," that would connote a pessimistic outlook on the task at hand. However, if I were to say "Its been an hour and its already half empty," I would be giving off an optimistic connotation.
If one is draining something, I usually go with half empty, but if one is filling something, I'll say half full.

I'm on the side of homes a little.
when i have a single pint of milk and i chug half of it i go "aww there's only half left"
but when i have a huge drink that i want to finish and its halfway i go "Jesus Christs it's still half full?"
